A Spanish-language webinar on the development of Open Access policies was delivered on July 15th by Paola Bongiovani, an Open Access expert from Universidad Nacional del Rosario in Argentina. This awareness-raising event was organised by the CIARD Initiative (Coherence in Information for Agricultural Research for Development) as part of its activities related to the Pathway Developing a strategy and policies for openness. A previous webinar in English, "Encouraging Openness and how stakeholder policies can support or block it!" was held June 5th within this CIARD workline.
Paola Bongiovani's presentation was focused on the Green Open Access route, i.e. policies based on repository deposit, since this is the default mechanism for Open Access implementation in Latin America and in those regions where the funding available for research will not allow to support policies based on Gold Open Access and the payment of Article Processing Charges or APCs. An Open Access Law was passed last November in Argentina requiring the deposit of research outputs at national level in the National Digital Repository System, and the national policy is now expected to gradually be translated into institutional policies.
The presentation addressed the various policy models and their effectiveness, describing specific examples such as the Liège model, the Harvard Faculty Open Access policy or the Indian Council of Agricultural Research (ICA) mandate. The work carried out by PASTEUR4OA on policy analysis and especially on building a stakeholder network for policy coordination and harmonisation was also highlighted as a potentially very useful model to follow in other regions.
